Cannot create face using existing vertices?

Hey All,

I am in the middle of modelling a football stadium and everything was going fine until for some reason EASE doesn't want to use certain vertices to create a face anymore.

I already modelled one set of bleachers and have all the faces, etc. and the process of putting that one together went just fine. Now, all of a sudden, as I'm trying to model another section of bleachers, I select the "Insert Face" tool and when I click on my vertices, the face outline does not snap to the vertices and the face is not created.

I've checked data and restarted several times, and the problem does not go away...any ideas?

Thanks,

Aaron

Update: There are four vertices that will join together, and the rest of the 30-35 total will join with themselves. The group of four will not attach to any of the other vertices. I tried deleting the vertices and making new ones, but that did not solve the problem.
